Most importantly, it establishes the systems of 'open trials' and 'direct appeals': except for special cases involving secrets, ordinary civil and criminal lawsuits must be conducted openly in the courtrooms of county or fort-level government offices, allowing the public to attend; if the public feels wronged or that the local government's trial is unfair, they can appeal at each level, and ultimately appeal directly to the Lord."
